Our Management Team

Mr. Chong Weng Hoe was appointed CEO of TÜV SÜD PSB on 1 January 2008. He is currently board member and leader of TÜV SÜD PSB's operations in the ASEAN region including Singapore, Indonesia, Malaysia, Philippines, Thailand and Vietnam.

He first joined the company as engineer in 1991 when it was still the Singapore Institute of Standards and Industrial Research (SISIR). Prior to the acquisition of PSB Corporation by the TÜV SÜD Group in 2006, Mr. Chong was Senior Vice President of PSB Corporation from 2002 to 2006.

When he was Senior Vice President, Mr. Chong was responsible for the corporation's testing and certification operations in the fields of electrical and electronics, electromagnetic compatibility (EMC) and telecoms, chemical and materials. During that period, he expanded the company's operations in Asia by setting up sales offices and test laboratories in China (Shanghai & Guangzhou), Malaysia (Kuala Lumpur), Philippines (Manila, Davao), Taiwan (Taipei), Thailand (Bangkok) and Vietnam (Ho Chi Minh City).

Previously one of the Singapore representatives for Asia Pacific Economic Cooperation (APEC) Telecommunication Working Group (TEL), Mr. Chong had worked with other representatives to discuss issues on Mutual Recognition Agreement (MRA). He is also a member of the Singapore National Council for the International Electrotechnical Commission (IEC), Consumer Product Safety Advisory Committee (CPSAC), Singapore Green Building Council (EE Taskforce) and leader of the task force under Singapore - Thailand Economic Relationship (STEER).

Mr. Chong holds a Bachelor Degree in Engineering (Electrical and Electronics) with second-class upper honors from the National University of Singapore as well as a Master of Business Administration (Accounting) from the Nanyang Technological University, Singapore.


Chong Kam Tuck
Deputy Chief Executive Officer, TÜV SÜD PSB Pte Ltd

Mr. Chong Kam Tuck was appointed Deputy CEO of TÜV SÜD PSB on 1 January 2008. Together with the CEO, he currently oversees TÜV SÜD PSB's operations in the ASEAN region including Singapore, Indonesia, Malaysia, Philippines, Thailand and Vietnam

Prior to the acquisition of PSB Corporation by the TÜV SÜD Group, Mr. Chong was Senior Vice President of PSB Corporation. He was responsible for the strategic management of the corporation's corporate services. He played critical roles in the merger of then Singapore Institute of Standards and Industrial Research (SISIR) and the National Productivity Board (NPB) in 1995, corporatization of PSB Corporation in 2001 and subsequently the divestment of PSB Corporation to TÜV SÜD Group in 2006.

Before his time in TÜV SÜD PSB, Mr. Chong was Divisional Director, Administration, Finance and Incentives Divisions of Singapore Productivity and Standards Board. Mr. Chong also spent 10 years in the Public Works Department and several ministries before joining SISIR in 1993.

Mr. Chong holds a Master of Business Administration from the Nanyang Technological University, Singapore

David Lau
Senior Vice President, Product Service, TÜV SÜD PSB Pte. Ltd.

Mr. David Lau is currently the Senior Vice President, Product Service of TÜV SÜD PSB. He currently oversees TÜV SÜD PSB's Product Service operations in the ASEAN region including Singapore, Indonesia, Malaysia, Philippines, Thailand and Vietnam.

With over 19 years of experience in the management and development of mechanical testing capabilities, Mr. Lau has designed numerous large-scale testing facilities to test performances of heat pumps, chillers, air conditioners etc. He also has experience in designing big-budget computer control and data acquisition systems, test facilities for facades, fire door, scaffolding, ventilation and hydroponics systems.

Prior to the acquisition of PSB Corporation by the TÜV SÜD Group in 2006, Mr. Lau was instrumental in helping the corporation achieve SAC-SINGLAS accreditation, the establishment of PSB Corporation's Fire Test Lab and penetration of new overseas markets such as Thailand, Hong Kong and China. He first joined the company as engineer in 1989 when the corporation was still the Singapore Institute of Standards and Industrial Research (SISIR).

Mr Lau holds a Bachelor & Master of Mechanical Engineering from the State University of Buffalo, New York, USA where he majored in Thermal & Fluid Mechanics. To date, Mr Lau has published 6 Technical Papers in international journals and conferences.

Wu Tek Ming
Senior Vice President, Management Service, TÜV SÜD PSB Pte. Ltd.

Mr. Wu Tek Ming is currently the Senior Vice President, Management Service of TÜV SÜD PSB. He oversees TÜV SÜD PSB's Management Service operations in the ASEAN region including Singapore, Indonesia, Malaysia, Philippines, Thailand and Vietnam.

With over 20 years of experience in project & operations management in quality system implementation and customer training, Mr. Wu was formerly the Chairman of the Singapore Quality Award (SQA) Coordinating Committee where he championed the development of SQA framework and assessors. He was also a former Board Member of the International Certification Network (IQNet) and is currently an advisory committee member of the School of Engineering, Temasek Polytechnic.

Previously the CEO of PSB Certification Pte Ltd before it was acquired by TÜV SÜD Group in 2006, Mr. Wu was wholly responsible for the company's company auditing and certification business.

Mr. Wu holds a Bachelor of Science (Electrical & Electronics) with second-class upper honors from the University of Surrey where he majored in semiconductor and wafer fabrication. He also received his Master of Business Administration from the same university and later a Master in Safety, Health and Environment Technology from the National University of Singapore.

Professionally, Mr. Wu is a Fellow of Institute of Quality Assurance (UK) and a Senior Member of American Quality Society.

Richard Hong
Senior Vice President, Industry Service, Real Estate & Certification, TÜV SÜD PSB Pte. Ltd.

Mr. Richard Hong is currently the Senior Vice President, Industry Service, Real Estate & Certification of TÜV SÜD PSB and the Global ICM Director of TÜV SÜD Product Service. He oversees TÜV SÜD PSB's Industry Service Real Estate businesses and operations in the ASEAN region including Singapore, Indonesia, Malaysia, Philippines, Thailand and Vietnam.

As Global ICM Director, Mr. Hong is responsible for building up a global ICM database, charting Global ICM sales and marketing direction and expanding the network of MRA and MOU partners within TÜV SÜD Group to extend the scope of recognition of TÜV SÜD test reports and certificates worldwide.

With over 10 years of experience in product certification and international compliance management for information technology equipment, home appliances, wireless products and audio-visual (AV) products, Mr. Hong is a much sought after speaker at international conferences and seminars and is also the key representative of TÜV SÜD PSB in international arenas.

He is responsible for the planning and formulating of international, strategic partnerships for the company including China Quality Centre (CQC), Japan Quality Assurance (JQA), Hong Kong Standards and Testing Centre (HKSTC), ASTA-BEAB (UK) etc.

As the expert advisor and appointed member of IE Singapore's Free Trade Agreement (FTA) Panel of Advisors, Mr. Hong assists Singapore-based enterprises in their internationalization efforts to well-utilize Singapore's vast network of FTAs.

Prior to his appointment as Senior Vice President, Mr. Hong was CEO of Sibercert Pte Ltd, a subsidiary of PSB Corporation. He was instrumental in the establishment and management of the entire subsidiary.

Mr. Hong holds a Bachelor Degree in Electrical Engineering from Nanyang Technological University and Master of Science (Industrial & Systems Engineering) from National University of Singapore.

Sean Boey
General Manager, TÜV SÜD PSB Thailand

Mr. Sean Boey was appointed General Manager of TÜV SÜD PSB Thailand in January 2007. He currently oversees TÜV SÜD PSB's entire operations in Thailand.

Prior to his current position, Mr. Boey was General Manager of PSB Test (Thailand) Co., Ltd since 2002, where he was responsible for the establishment and management of the company. He was elected to the Singapore- Thai Chambers of Commerce as one of the Directors of Board in April 2003.

Mr. Boey kicked off his career in 1989 as a Service Engineer at Exploration Logging Incorporated and spent much time working in other countries in Asia Pacific such as Bangladesh, China, Malaysia, New Zealand, Papua New Guinea, Pakistan and Thailand.

He joined the company in 1991 as Test Officer, Electromagnetic Capability (EMC) Test Centre, where he received the "Outstanding Achievement Award" in 1994 for his impressive contributions. Subsequently he was Accounts Manager, Testing Group and in 2001, he worked with the Thai authorities to set up PSB Corporation's first testing business outside Singapore.

Mr. Boey holds an EMBA in Management of Technology and International Business from the Asian Institute of Technology, Singapore. He also received a Diploma in Electrical & Electronic Engineering and a Diploma in International Business from Ngee Ann Polytechnic and Ngee Ann Polytechnic- Export Institute of Singapore respectively. He also has a Diploma in Business Administration from the Association of Business Executives, UK.

Clement Teo Tze Wei
General Manager, PT TÜV SÜD PSB Indonesia

Mr. Clement Teo was appointed General Manager of PT TÜV SÜD PSB Indonesia in July 2008. He currently oversees TÜV SÜD PSB's entire operations in Indonesia.

Prior to his present position, Mr. Teo was Vice President, Certification Services where he was responsible for the company's management system and product certification service. He joined the company in 2001 as IT manager in Sibercert Pte Ltd, a subsidiary of PSB Corporation, and was instrumental in the establishment of Sibercert Data Centre which was an initiative supported by the Asia Network Forum (ANF).

When the company was acquired by the TÜV SÜD Group in 2006, Mr. Teo became International Compliance Management (ICM) Manager and played a key role in promoting the company's ICM solutions to local and international customers. He also supported ICM responsibilities in China, Hong Kong, Japan, South Korea, United Kingdom and USA. Under his leadership, TÜV SÜD PSB achieved status as the Asia Pacific Hub for ICM services and the company developed and offered new ICM services as well.

Clement Teo holds a University Higher Diploma in Computing Science from Staffordshire University, United Kingdom.

Chia Jen Wen
General Manager, TÜV SÜD PSB Malaysia & Philippines

Mr. Chia Jen Wen was appointed General Manager of TÜV SÜD PSB Malaysia in June 2008. He currently oversees TÜV SÜD PSB's entire operations in Malaysia and Philippines.

Prior to his current position, Mr. Chia was Deputy General Manager of TÜV SÜD PSB Malaysia since 2007. He kicked off his career with Accenture Kuala Lumpur as IT Analyst where he specialized in IT software such as Java, Oracle Financial and SAP HR. He later joined TxM Services Sdn Bhd as marketing manager where he was instrumental in the planning and execution of business strategies to achieve revenue growth. Chia was also a SAP HR Consultant with ARINSO International where his responsibilities lie in planning, implementation and client servicing of key HR projects.

Chia Jen Wen holds a Bachelor Degree (2 nd Upper Class) in Engineering, where he specialized in Mechanical Engineering, from the University of Malaya, Kuala Lumpur.

Suresh Natarajan Somou
General Director, TÜV S ÜD PSB Vietnam

Mr. Suresh Natarajan Somou was appointed General Director of TÜV SÜD PSB Vietnam in 2010. He currently oversees TÜV SÜD PSB's entire operations in Vietnam.

Mr. Suresh began his career as Research Engineer, Electronics R & D Department, Whirlpool India Ltd in 1989. He was also Product/Test Development Engineer with Delco Electronics Pte Ltd for 2 years before joining PSB (acquired by TÜV SÜD Group in 2006) as Senior Officer, Electromagnetic Capability (EMC) in 1997.

When he was Senior Officer, EMC, Mr. Suresh set up the company's 10m/5m Anechoic Lab and a 24/7 supporting operation. He was also instrumental in the establishment of an EMC Lab in Thailand and the successful spin-off of the company's EMC testing services to EMC Consultancy. Later when he was promoted to Senior EMC Consultant, Mr. Suresh played key roles in various successful Singapore Government projects.

Mr. Suresh moved to new responsibilities such as heading Flextronics Design Asia Pte Ltd's Design Center in 2003 and becoming General Manager of R&D/Quality for TVS Electronics India in 2006. He rejoined TÜV SÜD PSB in October 2009.

Born in Karaikal, India, he holds A Bachelor of Engineering from the University of Madras, India where he focused on electronics and communication engineering.
